[Twisted-Python] win32 status -- pretty good!

Discounting tests that are unix only and shouldn't be run on win32 (I
will fix this too), there are only about 3 failures that look like real
bugs when using default reactor.
This is quite good. Looks like we're actually in good shape on Windows.
And hopefully soon all tests will pass.
Of course, then there's the win32event reactor to deal with.
